Wolcott, who in the summer of 1779 was in charge of the militia defending the Connecticut coast, informs the governor of his plans, especially for the defense of Greenwich. He also reports a conversation with General Robert Howe, who had asked about the relationship between the militia and the Continental Army; Wolcott told him the militia was under state law but would cooperate whenever possible.

In response to the expansion of the Continental Army the number of staff was increased and reorganized in 1776. Changes included the creation of a new unit to supplement George Washington's personal staff.
